Head of Technology for COO - MD

The Head of COO Technology will partner to define and deliver Technology Strategy to ensure continued improvement of Technology platforms across the Firm that are used by Citi’s COO including Operations, Controls, Transformation and other COO functions in support of the firm’s strategy and priorities.
Citi is in the middle of a material Transformation journey. Whilst the Transformation reaches across the firm, the Citi COO Technology team is a critical enabler in many workstreams. In particular, COO Technology has a large part to play in the delivery of regulatory critical milestones that are committed in Citi’s response to it’s Consent Order.
The Head of COO Technology role is key to ensuring our business and enterprise goals are achieved in a manner that leverages the best architectural principles, key strategic technologies and sound procedures expected of a global, systemically important financial institution. Additionally this role is critical to the organization in order to keep pace with ever growing regulatory demand, driving an outcome-based approach whilst pioneering a best-in-class approach to engineering culture. This role will also be responsible to bring innovative technology solutions to the COO organization in order to automate processes, lower operational risks and improve efficiency. These solutions include automation technologies, process mining, AI and Gen AI solutions
Responsibilities include:
Design, develop and deliver a next generation architecture for COO applications
Build and lead a 1000+ person Citi COO Technology team (with a blend of FTE members and managed resources) responsible for developing technology solutions to address complex business requirements in agile
Manage the technology estate aligned to Citi’s COO & manage various EMT Directs as stakeholders. Partner with Citi COO Directs on quarterly business reviews with the CFO and CEO
Manage the implementation, enhancement and scalability of COO platforms across all COO and Operations lines ensuring convergence to global consistency, standard platforms, mitigation of key risks (controls), and alignment with architecture principles
Manage a large technology budget of >$200mm, including strong partnership with functional financial officers to ensure appropriate funding and future out-year forecasting as appropriate
Understand key business challenges, desired business outcomes and success measures for COO. Design and document key Technology enablers and complimentary Technology strategies to meet business outcomes
Drive transformation to agile product delivery including adoption of concepts akin to business agility, organize around value and lean portfolio management
Pioneer a strong engineering culture to include adoption of the CIO engineering manifesto & testing manifesto.
Drive developer productivity through adoption of CI/CD tooling and code completion tools such as GitHub Copilot. Monitor and improve DORA metrics for the group
Manage large digital transformations and implementations to include new platform offerings, regulatory commitments and enterprise-wide GEN AI tool adoption
Lead and manage external regulator reviews and updates representing technology
Collaborate with CISO and the CTO to drive enterprise-wide priorities such as information security controls and strategic architectures and technologies
Prioritize the COO Technology book of work and budget by ensuring the correct balance of regulatory, mandatory and strategic investments to ensure safety and soundness including vulnerability management and maintenance
Ensure COO Technology operates within Technology Risk appetite, including cyber risk appetite. Further to that, actively improve controls through automation and ensure continued improvement in risk and control culture
Oversee relationships with key 3rd party vendors including software providers and extended workforce providers which may include RFP processes
As part of Technology Strategy for COO, determine buy vs build considerations for Technology platforms
Be a culture carrier including improving key diversity representation for COO Tech
Manage the performance of the group including mid and year end appraisals, management of promotion pipelines and succession planning
Provide critical feedback to the team perform total compensation reviews as appropriate including compensation pool allocation
Manage Internal Audit reviews; oversee corrective action plans in conjunction with COO Leadership and Business Lines
Drive and implement Citi Technology-wide initiatives for continued process improvement such as supporting Citi’s data architecture strategy & controls automation strategy
Qualifications:
Possesses an observable and impactful delivery track record, including the architecture, build, deployment, integration and ongoing management of large-scale technology ecosystems
Knowledge & intellectual interest across a broad spectrum of organizations within COO, including, Risk & Controls, Operations ideally with a key focus on Risk and Compliance
Certified or trained in agile leadership & agile technology delivery in practice, namely the concepts of organizational & business agility, agile product delivery & team & technical agility
Deep understanding of the data supporting businesses and products and the ability to support the overarching data strategy for the firm, through effective data quality, management and architecture
Strong track record of driving and delivering innovation and next generation architecture at scale
Ability to partner up to board level – not merely operational or technical, by building key relationships with the firm’s Global Function Heads
Strong financial industry experience with ability to reflect on different ways of solving problems
Ability to provide leadership to the next generation of the global technology journey
A detailed understanding of the regulatory environment
