Deloitte is seeking a top-performing professional services Senior Manager, Group Lead to support Deloitte's Government and Public Services Practice (GPS). This role collaborates cross-functionally within the Operational Excellence team and across Deloitte's Enabling Areas.

This role is designed for a visionary leader who can not only manage the day-to-day operations but also inspire and develop a team to achieve excellence within Deloitte’s Government Contracts & Procurement Organization (GCPO). This leader will be aligned to an Account leading a contracts team and become a source of strategic contracting advice to provide a competitive advantage to win work for Deloitte in the Federal Arena. You will be responsible for mentoring and developing a team of contracts professionals, ensuring they are aligned with Deloitte’s strategic objectives and values. By fostering a collaborative, efficient, and highly effective team environment, you will enhance team performance and drive professional growth. This will include delegating tasks, balancing workload across the team, and facilitating cross-functional initiatives. This leader will have command knowledge of the Federal Acquisition Lifecycle, the Federal Acquisition Regulations (FAR), Defense Federal Acquisition Regulations (DFARS), and commercial contracting principles.

Work You’ll Do

Lead and direct a team of contracts professionals in all facets of Federal contract administration activities and handle complex/strategic high value contractual matters that have a direct impact on Firm revenue generation and retention. Practices independent judgment and analysis of significant issue identification and resolution. Provide advisory and strategic contracts support to account leadership. GPS Group leads provide advice that shapes and strengthens win strategies on Federal engagements. Ability to execute strategic positioning and outreach activities aimed at federal clients and interact with client contracts personnel at all levels. Perform strategic contract negotiations and ensure completion of various contract projects. Trains account teams and assigned staff to ensure efficiency and compliance. Establishes and implements team-level goals and aligns operations with GPS and account-level objectives. Ability to effectively and persuasively communicate with subordinates, peers, internal leadership, and clients.

Responsibilities

  • Provides leadership and guidance to a high-performing group of direct reports. Responsible for assigned team’s performance in all facets of contract management.
  • Serves as the primary contracts subject matter expert to assigned account leadership
  • Participates as a member of the account leadership team assisting with the development and shaping of account-level strategies
  • Guides and coordinates proposal and award activities for complex contracts. Provides advisory level guidance to internal teams relating to all phases of the contract lifecycle.
  • Conducts reviews of complex contract actions in all phases of the contract life cycle - develops and implements tactical action plans to address risks and opportunities.
  • Responsible for compliance and accuracy of the contracts administration within assigned area of responsibility.
  • Monitors assigned contracts portfolios (to include pipeline and contract performance) to identify risk areas and opportunities to maximize revenue creation and retention. Provide advice that shapes and strengthens win strategies on Federal engagements.
  • Provide advisory level contracts support to account leadership, including staying apprised of the latest trends in Federal Contracting and advising leadership accordingly.
  • Manages individual and team workload to ensure the timely and compliant accomplishment of project deadlines, provides guidance to teams on issue resolution and supports them in completing accurate client deliverables.
  • Ensures assigned team’s accurate and timely reporting of contract data entry into various systems and monitors data updates. Resolves discrepancies related to contract documents and ensures data quality and accuracy.
  • Completes negotiations of complex and/or non-standard contracts and agreements.
  • Collaborates with other support areas and proposal teams to address complex contracting and proposal challenges.

Qualifications

Required Technical Skills

  • Strong consultative and communication skills and the ability to influence at all levels of the organization.
  • Ability to operate in a demanding executive-level environment
  • Proven ability to foster team growth, manage high-performing teams, and drive cross-functional collaboration
  • Expertise in supporting multiple federal acquisition approaches and contract types

Required Experience

  • 10+ years of relevant contracts experience
  • Command knowledge of the Federal Acquisition Lifecycle
  • Deep knowledge of multiple solicitation types, contract types, the FAR, and the DFARS
  • Demonstrated ability to lead and influence teams
  • Minimum of 3 years of supervisory experience
  • Bachelor’s Degree

Preferred Experience

  • Advanced Degree
  • Department of Defense (DoD) acquisition experience
  • Experience supporting the Federal Defense client aligned with the team of assignment
  • Direct supervisory experience leading a team of 3 or more
  • Experience with non-traditional federal acquisition authorities including CSOs, OTAs, etc.
  • Demonstrated ability to leverage emerging technology (Al/ML) to drive process and operations effectiveness
  • Experience leveraging emerging technology to implement business process improvement
  • NCMA Certifications: Certified Professional Contracts Manager (CPCM), Certified Federal Contracts Manager (CFCM), Certified Commercial Contracts Manager (CCCM)

Th The wage range for this role takes into account the wide range of factors that are considered in making compensation decisions including but not limited to skill sets; experience and training; licensure and certifications; and other business and organizational needs. The disclosed range estimate has not been adjusted for the applicable geographic differential associated with the location at which the position may be filled. At Deloitte, it is not typical for an individual to be hired at or near the top of the range for their role and compensation decisions are dependent on the facts and circumstances of each case. A reasonable estimate of the current range is $113,100 - $232,300.

You may also be eligible to participate in a discretionary annual incentive program, subject to the rules governing the program, whereby an award, if any, depends on various factors, including, without limitation, individual and organizational performance.
