As a Technical Project Manager, you will support the IT O&M Team within the General Services Administration (GSA). A qualified candidate will have experience overseeing the implementation of technical business projects and solutions. They will have experience working with stakeholders, customers, users, project leads, and technical team members in mapping, analyzing, designing, documenting, implementing, and supporting IT business applications and systems.

Program Mission…

The IT O&M team supports GSA with onboarding and maintaining enterprise solutions used to support the mission of serving our customers and their associated stakeholders. We digitize information and processes for improved implementation, leveraging modern tools and low-code/no-code for reusability and faster delivery.

Responsibilities…

· Highly motivated, organized, and a self-starter capable of managing multiple workstreams and high visibility projects

· Consistently deliver on-time and on-budget deliverables

· Identify, create, and facilitate process designs by conducting business and systems process analysis and design at a complex level, focusing on business processes, anticipating requirements, uncovering areas for improvement, and developing and implementing solutions with quality and data management.

· Create and maintain issue logs, meeting minutes, meeting schedules, project summaries, and updates.

· Define user stories and participate in the team’s agile scrum ceremonies, especially backlog refinement. The analyst may operate as the primary point of contact on behalf of a customer group to identify the development requirements and must be able to communicate with the larger collaboration team to explain the features to be implemented.

· Develop process improvements or re-engineer and recommend elimination; integrate new systems and processes with existing ones; and partner with internal and external customers to provide solutions and systems that meet the long-term business strategies.

· Provide project-level analysis – producing required project analysis documentation (business requirements, scope matrix, use cases, sequence diagrams, future state proposals, risk mitigation plans, UAT plan, etc)

· Conduct business analysis and research to identify key metrics and opportunities for improvement.

· Demonstrate the ability to learn complex distributed systems quickly, applying this knowledge to the development, execution, and improvement of action plans by providing advice and guidance to others on how to apply information and best practices.

· Prioritize initiatives based on business needs and requirements and manage alignment with stakeholders.

· Collaborate with teams across the customer organization to improve processes, results, and customer experience.

· Conduct meetings and presentations to share ideas and findings. Stay current with customer needs and strategies; utilize formal and informal written communication methods (emails, PowerPoint presentations, executive updates, task lists, etc.) to communicate updates and findings; and facilitate project meetings and presentations to diverse audiences.

· Lead or participate in multiple projects by completing and updating project documentation; managing project scope; adjusting schedules when necessary; determining daily priorities; ensuring efficient and on-time delivery of project tasks and milestones; following proper escalation.

· Conduct business analysis and research to identify key metrics and opportunities for improvement.

· Ensure the organization and processes align with GSA policies and external directives.

· Conduct training sessions for onboarding business owners, partners, and new team members to the DTC Integrations team.

Education: Bachelor’s degree or 4 years of equivalent experience.

Location: Fully remote in the United States.

Clearance: Ability to obtain a Public Trust clearance.


Required Technical and Professional Expertise

· Bachelor’s degree or 4 years of equivalent experience.

· At least 4 years of relevant job experience.

· At least 4 years of Salesforce experience and a Certified Salesforce professional.

· Proficient in Agile methodologies and project management tools such as JIRA, Office 365, SharePoint, Salesforce, and like tools.

· Able to define, oversee, and implement project metrics for scope, schedule, cost, and quality with minimal direction.

· Experience leveraging data and metrics to help drive decision-making.

· Outstanding written, verbal, and negotiation communication skills. You may be asked to write or present a relevant project for consideration.

· Solid interpersonal skills and demonstrable team-building skills.

· Ability to interact professionally and productively with senior government officials.

· Ability to maintain and obtain a government clearance.

· The ability to operate on a highly technical team, learn domain knowledge, and leverage that industry experience in their day-to-day responsibilities.

Clearance: Ability to obtain a Public Trust clearance.


Preferred Technical and Professional Expertise

· Project Management certifications PMP.

· Experience with SaaS or PaaS solutions.

· Prior experience working with the GSA or other federal organizations.
