Overview

Microsoft Cloud Operations + Innovation (MCO+I) is the team behind the cloud. CO+I is responsible for delivering over 200 Microsoft web portals, Live and Online Services around the world including infrastructure, security and compliance, operations, globalization, and manageability. Our focus is on smart growth, high efficiency, and delivering trusted experience to customers and partners worldwide. We are looking for a passionate, high-energy individual to help build the network that powers the world’s largest online services.

The CO+I Commissioning team is responsible for managing the end-to-end delivery of new data center capacity for CO+I. Through development of leading program management and construction processes, this team is chartered with managing workflow across vertically and horizontally aligned project managers and virtual teams to successfully deliver multi-million-dollar, multi-year data center construction programs.

Qualifications:

Required/Minimum Skills & Qualifications:

  • 12+ years relevant technical engineering experience
    • OR Bachelor's Degree in Mechanical Engineering, Materials Engineering, Reliability Engineering, Electrical Engineering, Building Services, Technology, Computer Science or related field AND 9+ years technical engineering experience
    • OR Master's Degree in Mechanical Engineering, Materials Engineering, Reliability Engineering, Electrical Engineering, Building Services, Technology, Computer Science or related field AND 7+ years technical engineering experience
    • OR Doctorate Degree in Mechanical Engineering, Materials Engineering, Reliability Engineering, Electrical Engineering, Building Services, Technology, Computer Science or related field AND 4+ years technical engineering experience
  • At least 5 years’ experience in Data Center facility construction and/or commissioning
  • At least 5 years of construction experience
  • At least 5 years of experience with electrical and mechanical test equipment
  • Data Center Commissioning
  • Construction QA/QC
  • Project Management
  • Data Center Operation and Maintenance
  • Understanding of UPS systems, HV/MV/LV switchgears, generators and critical mechanical systems
  • Able to develop and write detailed Commissioning Scripts
  • Issue identification and resolution management
  • Proficiency with MS Office (Outlook, Word, Excel, PowerPoint), MS Visio, MS Project, MS Team

Preferred Qualifications:

  • Commissioning Certification
  • OSHA 30 or equivalent qualification
  • NFPA-70E
  • Project Management Professional (PMP) certification

Responsibilities

The APAC Commissioning Technical Program Lead will oversee the end-to-end commissioning process for data center Substation and infrastructure projects, ensuring alignment with global standards, compliance with local regulations, and delivery of operational excellence. This role requires exceptional technical expertise, program management skills, and the ability to collaborate with cross-functional teams to drive successful project execution. The role also involves evaluating design and specification changes, assessing their impact on the Cx program, overseeing the implementation of testing improvements, and establishing a feedback mechanism from the Cx field team to other stakeholders within CO+I.

  1. Business Processes
  • Report to the CO+I APAC Commissioning Director.
  • Develop and implement commissioning strategies and frameworks for Substation projects and the next generation of data center projects.
  • Develop and enhance the Commissioning Plan of Record (CxPoR) and commissioning procedures, standardize test scripts, integrate them with the Automated Commissioning Management System (ACMS), and provide input for testing Cx software.
  • Develop commissioning training program and conduct training sessions for internal cross-functional teams and external partners.
  • Provide technical oversight and leadership across the APAC Cx program.
  • Travel is required.

2. Communications

  • Collaborate effectively with internal stakeholders, including design, construction, supply chain, operations, and quality assurance teams, to ensure alignment on commissioning objectives.
  • Facilitate clear and consistent communication with external partners, including contractors, vendors, and consultants, to drive commissioning program success.
  • Conduct regular meetings, workshops, and training sessions to align stakeholders and address challenges proactively.
  • Establish and maintain feedback loops from the commissioning field teams to inform continuous improvement efforts across the organization.
  • Present high-level updates, reports, and recommendations to regional senior leadership and key stakeholders.

3. Strategy and Development

  • Develop and implement long-term commissioning strategies to ensure consistency, scalability, and alignment with organizational goals across the APAC region.
  • Drive innovation in commissioning practices by identifying emerging technologies, tools, and methodologies that enhance efficiency and quality.
  • Collaborate with global and regional teams to align commissioning frameworks with industry best practices and engineering, procurement, construction (EPC) objectives.
  • Partner with EPC team to evaluate project specifications, ensuring feasibility and alignment with commissioning standards.
