Overview

Microsoft Cloud Operations and Innovation (CO&I) is the team behind the cloud. Within CO&I, the Engineering Procurement and Construction (EPC) team is responsible for delivering core datacenter infrastructure for Microsoft’s cloud business. The MS portfolio consists of complex, multi-disciplinary, large scale, multi-year datacenter construction and lease projects. Qualifications

Required/minimum qualifications

Bachelor's Degree in Construction Project Management, Architecture, Engineering, or related field AND 10+ years related experience OR equivalent experience.

Additional or preferred qualifications:

12+ years experience working on data center projects.

Construction knowledge
• 5+ years of progressive responsibility in development of Mission Critical Facilities.
• Experience working for a General Contractor or trade.
• Detailed understanding of Logistics planning, and industry system used for site management
• Ability to independently manage deadlines and support staff
• Ability to Work independently in support of the DCD Project
• Cross-group collaborator and influencer across teams and organizations with proven success in participating in cross-functional teams to deliver on key projects
• Must be able to work within a dynamic team of full-time employees and consultants

Responsibilities

The Data Center Development (DCD) Construction Superintendent CSA role will provide leadership of all field related Civil, Structural, and Architectural (CSA) infrastructure mission critical activities and coordinate with DCD Construction Project Manager (CPM), Consultants, OFCI Vendors, General Contractors, Subcontractors and other project stakeholders for proper execution.

The CSA Construction Superintendent is ultimately responsible for:

  • the complete project delivery of the CSA scope for each site location, including commissioning.
  • ensuring that each project meets the Data Center Development (DCD) guidelines and standards, which may be adjusted from time-to-time based on best practices and Lesson Learned drawn from previous projects as well as industry changing best practice.

The CSA Construction Superintendent will be a relentless advocate for managing a safe worksite. Safety is one of the four pillars of CO+I’s mission in delivering cloud capacity, joined by Quality, Schedule adherence, and Cost Management.

The CSA Superintendent will also collaborate with Microsoft Security, Microsoft IT (MSIT), Legal, Project Engineering, MS Business Risk Management, and other internal groups to maintain the corporate vision and goals for the Project.

Their key responsibilities include:

  • Safety Management:
  • Implement and enforce safety protocols to maintain a safe working environment.
  • represents Microsoft as a safety leader and advocate on all construction projects, ensuring adherence to safety standards and regulatory requirements (e.g., Occupational Safety and Health Administration [OSHA], or equivalent) to ensure compliance and aggressive management of risk
  • Implement and enforce safety protocols to maintain a safe working environment that prevents injury or ill health, aligning with MSFT global targets of Recordable Incident Rate (RIR) and Worst Potential Severity (WPS) rate
  • suggests actions to support organizational and national safety goals
  • review and recommend for approval the GC EHS plan
  • routine site walks with GC and Packaged Contractors Safety Team to establish and maintain a Safe Working Environment
  • conducts routine safety program, project, and contractor audits, and weekly audit on EHS documents
  • reporting on safety
  • performs and participates in incident investigations and root cause analysis
  • Quality Assurance:
  • ensure all CSA works are carried out to the highest quality standards and in compliance with project specifications and drawings. Hold the GC, OFCI Vendors and Subcontractors accountable to Quality Control requirements as set forth and agreed upon in their Contract PEP.
  • ensure that all CSA installations meet the highest quality standards and comply with relevant codes, regulations, and specifications
  • ensure Quality Management Plan and associated procedures are implemented
  • ensure lessons learned are applied
  • review and monitor the quality of equipment and works (on-site and off-site)
  • weekly audit on the QA/QC documents and COMPASS implementation
  • Organisation Management:
  • Lead and manage CSA teams, ensuring effective communication and collaboration among team members and subcontractors.
  • regularly reviews KPI metrics, process/policy communications to client partners
  • provide project single point of contact for project CSA delivery
  • coordinates with team members from Microsoft stakeholders, EoR/AE, OFCI Vendors, GC, Regulatory Permit Inspector and CxA
  • aligns team objectives, business processes, vendor management strategies, and cross-group collaboration efforts with the Data Center Development Project Strategy
  • effective client relationship management
  • Project Planning and Coordination:
  • oversee the planning, scheduling, and coordination of CSA systems to ensure coordinated, timely and efficient project completion.
  • efficiency in project delivery (CSA scope)
  • assist with review of GC and OFCI vendors schedules
  • review and monitor the program and site progress
  • review the working programs and mitigation process in the event of delays
  • apply influence, strategies, and negotiation skills to identify options and recommend solutions
  • coordinates with both internal stakeholders (e.g. DCDPM, DCE, and QA/QC) and external stakeholders (e.g. Consultants, OFCI Vendors, General Contractors) for the requirements
  • coordinates site conflicts and queries regarding design drawings and specs in the form of RFIs with design team to unblock project schedule
  • coordinate meetings and activities of vendors, cost managers, and integration of lessons learned
  • attends and advises scheduled owner/architect/contractor (OAC) and other project meetings, and report as necessary
  • assists with developing, managing and reporting on project progress regarding scope, schedule, standards and compliance
  • report project progress on scope, schedule weekly or as required
  • provide weekly project status reporting to DCD standards
  • Technical Oversight:
  • provide technical guidance and support for CSA system detailed designs, fabrication and installation.
  • reviews engineering documentation/designs, site, and building plans by examining and analyzing technical information
  • identifies potential risks/gaps and provides recommendations to project teams that mitigates risk and improves overall constructability
  • aligns project/program delivery with execution procedures and standards, and ensures alignment with organizational standards and commitments
  • attend the CSA workshops, coordination meeting to ensure that design, technical and site issues are discussed and resolved accordingly
  • routine site walks with QA/QC Team to educate that GC and Packaged Contractors Site and QA/QC Team are aware of the project CSA technical requirements and specifications
  • create and maintain best practices to identify and incorporate cost-effective solutions
  • facilitate decision-making to drive solutions, schedules, and manage change as required
  • collaborates and contributes needed technical knowledge to Microsoft internal teams (e.g., Engineering, Operations, Legal, Project Controls, etc.) and general contractors/subcontractors to maintain the corporate vision and goals for the project
  • Drives Results
  • facilitates the delivery of projects (e.g., new construction, fit-outs) by making timely data-based decisions in partnership with local project team and key stakeholders
  • champions team and project goals, adhering to business processes, engaging vendor relationships when/where applicable, and fostering positive cross-group collaboration efforts aligned to the program strategy and milestones
  • oversees timely execution of all CSA engineering, procurement activities associated with design development, resourcing, equipment and materials necessary for delivering projects on time and within project budget forecasts
  • evaluates CSA resources and ensures adequate staffing and materials for job completion
  • walk the jobsite daily to ensure compliance with safety and schedule
  • drive deployment of efficient solutions (e.g. modularisation) that can be socialized globally across DCD projects
  • Vendor Management and contract compliance:
  • provide Vendor (contractor & OFCI Vendors) oversight and performance management
  • manage manpower, equipment, and materials effectively to ensure that CSA installations proceed smoothly and according to plan. This includes coordinating deliveries, scheduling labor, and resolving resource conflicts
  • review and approval of vendor scope of work, and design review of site and building plan.
  • maintain accurate records of all CSA-related activities, including daily logs, progress reports, change orders, and as-built drawings. This documentation is essential for tracking project milestones, identifying areas for improvement, and resolving disputes.
  • advises and monitors the performance of vendors and/or contractors, ensuring compliance with contracts and prior audit results.
  • reviews and approves vendor scope of work, design review of site and building plans, pay applications, and invoices
  • Cost & Risk Management: Monitor and control CSA-related project costs, ensuring efficiency in cost management and adherence to budget constraints.

  • partners with Microsoft key stakeholders and shares updated process flow information with project team to ensure new processes are being followed that increase project cost savings and improve overall cycle-time and efficiencies.
  • coordinates with GSC and CC
  • communicates risk mitigation goals and develops metrics, dashboards and/or scorecards to track, communicate, and drive progress
  • Compliance:
  • Ensure all MEP activities comply with local regulations, codes, and standards, including anti-bribery and anti-corruption policies.
  • collaborate with Microsoft Security, Microsoft IT (MSIT), Legal, Project Engineering, MS Business Risk Management, and other internal groups to maintain the corporate vision and goals for the Project
  • keep Microsoft secure. Complete all mandatory training on Trust, security and confidentiality
